Organizational Review

 

 

1- Brief Project Overview

 The Board of Directors of Mi’kmaw Kina’matnewey are seeking proposals from an outside/independent consultant to carry out an organizational review. The intent of the review is to provide recommendations on the efficacy of the current organizational structure and processes to carry out the organization’s mandate into the future.

 

2- Background

The  Mi’kmaw Kina’matnewey is an incorporated body since 1997, and is recognized through federal and provincial legislation as the instrument of Mi’kmaw First Nations to exercise their jurisdiction over education.

Currently twelve of the thirteen First Nations of Nova Scotia are members of the Mi’kmaw Kina’matnewey. With an annual budget of over sixty million dollars ($60,000,000), it provides the vehicle for the communities to deliver a full range of education services from K-4 to Post Secondary Support.

The organization continues to evolve to meet the needs of Mi’kmaq students. Changes in the learning environment with special emphasis on Mi’kmaq language, High Cost Special Education and raising individual student performance results will be an ongoing challenge for the organization, as well as ongoing funding challenges.

The current organization has evolved since 1998. The strategic plan is updated annually, but this would be the first comprehensive review to be undertaken of the organization relative to its mandate and expectations.

 

3- Project Goals & Target Audience

a-      Conduct a review of the current organization of Mi’kmaw Kina’matnewey and make recommendations for the future in line with current organizational theory and consistent with M’kmaq tradition and culture;

b-     Provide options to the Board for changes to the organizational structure

c-      Provide recommendations on ensuring effective and efficient delivery of programs and services;

d-     Review existing management regimes and makerecommendations for any changes

 

The Board of Directors of Mi’kmaw Kina’matnewey consists of the Chiefs of the twelve member communities (or their designates), an additional member from Eskasoni (based on size of student population), the Executive Director, and representatives for the Confederacy of the Mi’kmaw Nation.

 

 

 

 

4- Scope of Work and Deliverables

The consultant/contractor will carry out the following work:

a-      review the current literature on education delivery models;

b-     review the current organization of the MK;

c-      interview board members, Directors of Education from the communities, a sampling of school principals, outside education leaders from the Department of Education- Nova Scotia, Indian and Northern Affairs Canada;

d-     review the management regimes in place at MK;

e-      review the strategic plan of the organization in relation to its organizational efficacy.

 

The contractor will provide the Board of Directors the following;

a-      An interim report with presentation to the Board

b-     The final report will contain an executive summary outlining the findings of the study and include a presentation to the Boardwith presentation to the Board.

c-      Recommendations with options in regards to organization;

d-     Recommendations in regards to regimes and authorities

5- Timeline

The contract will begin in September of 2017 with an interim report in March of 2018 and a Final Report  in July of 2018. The contract will be for a period of 10 months.

 

6- Technical Requirements

All material, data and information collected as part of the study will be the exclusive property of the Mi’kmaw Kina’matnewey.

The consultant will provide electronic copies of both the interim and final report and all presentations to the Board.

The consultant will provide twenty-five (25) copies of the final report

8-Principal Point of Contact

The Executive Director of Mi’kmaw Kina’matnewey, Eleanor Bernard, will be the contact for the RFP.

The Board reserves the right to not award a contract.

 

 

10- Proposed Timeline

a-      Call for proposals- May 17, 2017

b-     Letters of intent to submit- June 7, 2017

c-      Deadline for proposals- July  5, 2017

d-     Selection of consultant – August 23, 2017

e-      Project initiation- September 11, 2017
